&lt;p&gt;I ended up Macgyvering a temporary floppy drive.  But of course the server had no floppy power connectors from the PSU, so I had to run the power from a nearby desktop PSU and run the data ribbon to the server.&lt;/p&gt;

&lt;p&gt;Apparently way back in 2003, floppies were the only storage method for device drivers. That must be why Windows won't look anywhere else.&lt;/p&gt;
